Building Capacities for Social Protection: ILO Wraps Up TRANSFORM Training in Mozambique to CNAS’ members
Today it ended a three-day TRANSFORM training on social protection conducted for bolstering the capacities of the members of the National Social Action Council (CNAS). This council, established as a multisector coordination mechanism, plays an important role in supporting the implementation of the National Basic Social Security Strategy 2016-2024 (ENSSB II).
This activity was organized in collaboration with the Ministry of Gender, Children and Social Action (MGCAS) of Mozambique as part of ILO’s contribution to strengthening institutional development goals under ENSSB II. ILO’s support is channelled through the ILO-Irish`Aid partnership “Accelerating the achievement of universal social protection to leave no one behind” and the United Nations Joint Programme on Social Protection, funded by FCDO-UK, Sweden, Finland, and Ireland.
Despite its establishment in 2015 by Decree No. 38 of 31 December for coordinating the multisectoral framework of the basic social security subsystem and the implementation of ENSSB II, CNAS is not yet fully operational. It is composed of coordinators from the Committees on the rights of children, the elderly, persons with disabilities, and basic social security, members of advisory councils from Ministries and public institutions (namely MGCAS, the National Social Action Institute, the Ministry of Health, the Ministry of Labour and Social Security, Ministry of Justice, Constitutional and Religious Affairs, the Ministry of Agriculture and Rural Development, the Ministry of Education and Human Development, in addition to representatives from civil society, religious denominations, and the national private sector.
The TRANSFORM training focused on enriching CNAS members' understanding and critical thinking on social protection matters. This initiative equips participants with the tools and knowledge necessary to operationalize the council, fostering coordination and complementarity among basic social security programs within the sector's institutions.
Conducted with a dynamic and participatory approach, the training allowed participants to delve into concepts, dispel myths, and explore key challenges and opportunities across all building blocks of social protection—ranging, among others, from administration to legal frameworks, coordination, and financing.
As the training concludes, the ILO remains committed to supporting MGCAS and CNAS towards the functionality of this Council in line with ENSSB II, for better coordination and better efficiency and efficacy of the social protection system in Mozambique.
