The government of the Russian Federation called for action on developing early career guidance as it plays an important role in tackling the issues of matching supply and demand in the labour market.

The correlation between educational attainment and unemployment, in the sense that the higher the level of educational attainment the lower the rate of youth unemployment, is generally valid. Nevertheless, the issue of the young “educated” unemployed is increasing. On the one hand, there are not enough jobs for young university graduates. On the other, there is high and unsatisfied demand for technicians at all skill levels. The situation in the regions of the Russian Federation is different in this regard but improvements are needed everywhere.

In this context, the ILO is supporting the popularization of blue-collar professions through the dissemination of Russian good practices in this field. In this sense, the ILO Project “Partnership for Youth Employment in the CIS” has supported the dissemination of the winning videos of 2015 video contest "ZA Собой". This video contest was organized by the Russian Youth Parliament in collaboration with the Russian Ministry of Labour and Social Protection, and it focused on how blue-collar professions can provide new opportunities for young people, as well as job satisfaction and self-fulfilment. The objective of the contest was to promote blue-collar jobs and to identify good practices in this field that can be replicated.
