ILO and Portugal sign cooperation agreement on Social Protection
On Tuesday 14 June in the framework of a High-Level Conference organized by the ILO Office in Lisbon and the Ministry of Labour, Solidarity and Social Security of Portugal, the International Labour Organization has signed a cooperation agreement with the Strategic and Planning Office of the Ministry of Labour, Solidarity and Social Security of Portugal to implement the Phase 3 of the ACTION/Portugal project on “Strengthening of Social Protection Systems in the PALOP and Timor-Leste".

GENEVA (ILO News) – Portugal renewed its collaboration with the ILO on the ACTION/Portugal project, initiated in 2015, which provides technical assistance in the area of social protection to countries within the framework of the Global Flagship Programme on Social Protection Floors and the Sustainable Development Goals of the 2030 Agenda. With the generous support from the Strategic and Planning Office of the Ministry of Labour, Solidarity and Social Security of Portugal (GEP-MTSSS), the project will enhance its intervention in Portuguese-Speaking Countries in Africa – Angola, Cabo Verde, Guinea-Bissau, Mozambique, São Tomé and Principe - and Timor-Leste until July 2025.
The ILO Director-General, Mr. Guy Ryder, and the ILO Regional Director for Europe and Central Asia, Mr. Heinz Koller, voiced ILO’s appreciation for the long-lasting committed support provided by Portugal, a perfect example of a collaboration that brings solid and fruitful results to the constituents. This partnership allows the ILO to deepen and strengthen the ongoing technical support towards the implementation of comprehensive national social protection systems, including floors, as part of the Sustainable Development Goals of the United Nations 2030 agenda, also by applying the International Labour Standards in the six partner countries of the project, in line with national priorities and strategies.
Ms. Ana Mendes Godinho, Minister of Labour, Solidarity and Social Security of Portugal, expressed Portugal’s engagement to renew the commitment with the ILO, to further strengthen the long-standing partnership between Portugal and the ILO, which builds on the excellent results of the project in previous phases.
The activities facilitated by the contribution from the Portuguese MTSSS in the six partner countries will focus on three specific objectives closely connected and articulated: Progressing towards the universalization of social protection; Promoting good governance and financial sustainability of social protection systems, and Designing, planning, monitoring and evaluating social protection based on more and better statistical data.
