Improving accessibility and effectiveness of grievance mechanisms for workers in Serbian enterprises in supply chains of EU-based companies

The project will contribute to enhanced access to efficient grievance mechanisms for workers in target industries, thus improving sound collective labour relations. This will be achieved through creating evidence for informed reforms, capacity building and knowledge transfer, and awareness raising of all actors in the grievance process.

Following the adoption of the Supply Chain Due Diligence Law in Germany, the GIZ and the ILO joined forces in March 2023 to implement the project “Ensuring adequate access to grievance mechanisms for the workers in automotive, electrical, and textile industry in Serbia” so as to provide workers in enterprises in Serbia belonging to the supply chains of German companies with better access to grievance mechanisms. The success of the first phase of the project induced its continuation into a second phase. During the second phase, the project will expand its interventions into a number of other branches of the Serbian economy where the supply chains of EU companies are present.

Taking best practice from the first project phase, the Project will primarily focus on direct capacity building of 80 representatives of 40 companies based in Serbia on implementation of internal grievance mechanism and the promotion of grievance mechanisms in these companies. 

The ILO will also focus on capacity building of Trade Union representatives at factory level, aiming to harmonize the approaches of Trade Unions and the management on development of effective grievance mechanisms through joint workshops. Furthermore, the project will equip the legal departments of the trade union national confederations with knowledge, tools and methodologies to provide legal advice to workers in the area of grievance mechanisms.

To ensure the sustainability of internal grievance mechanisms upon completion of the project, the ILO will also work on the capacity building of the Agency for Amicable Settlement of Labour Disputes and the Serbian Association of Employers, with the objective of training these organisations to implement effective internal grievance procedures. The ILO will also advocate for, and provide assistance in, the drafting of provisions of the new Labour Code concerning internal grievance procedures in Serbia.
