Japan has contributed US$ 43 million to ILO voluntary non-core funding in 2020-23

Japan is a long-standing contributor to ILO’s  development cooperation. The ILO works closely with the Ministry of Health, Labour and Welfare (MHLW), as its governmental constituent. The collaboration aims primarily at supporting a fair globalization, poverty reduction, occupational safety and health, international labour standards and social dialogue. The MHLW supports a multi-annual,  lightly-earmarked funding facility to build Social Safety Nets in Asia and the Pacific, focussing on development, research and crisis-response interventions. The Ministry further supports the work of the ILO’s International Training Centre to strengthen the capacity of the world of work’s actors.


The Ministry of Foreign Affairs funds prevention and response to crisis and fragility caused by natural disasters, both directly and through the UN Trust Fund for Human Security. The ILO also collaborates with the Japanese International Cooperation Agency (JICA) in the area of fair labour migration, with the Ministry of Economy, Trade and Industry for responsible supply chains as well as skills development. Furthermore, the ILO benefits from Japanese expertise through the country´s participation in the Junior Professional Officer programme as well as the secondment of Japanese officials from the MHLW.
