Review of national policy, legislative and regulatory frameworks and practice in Ethiopia
A baseline study for Ethiopia in the area of relevant policy, legislative and regulatory frameworks and current practices in terms of implementation and in relation to the access of refugees and other forcibly displaced persons to the labour markets, employment, livelihood and training opportunities, including self-employment and business development and their right at work.
This study is undertaken as part of a global exercise and in conjunction with similar reviews conducted in Jordan, Lebanon, Sudan, Egypt, Iraq, Kenya and Uganda under PROSPECTS. It aims to provide an understanding of the current policy, legislative and regulatory frameworks and practice in Ethiopia in relation to refugees’ access to the labour market, employment, livelihood and training opportunities, including self-employment, business development, and rights at work, including social protection and freedom of association. Thus, PROSPECTS will have a clear picture of the current status of these frameworks and whether and how they are being applied.
For this report, global frameworks, national legislation, national policy documents, data sets and grey literature were reviewed to establish the legal basis for refugees’ access to work and their rights at work. Findings from the literature review were verified and triangulated with field work to establish how the laws are understood and implemented in practice. Key informant interviews and focus group discussions were conducted in Addis Ababa, Afar and Somali regions.
