Toolkit on Developing National Action Plans on Forced Labour
This Toolkit aims to support policy-makers, constituents and relevant stakeholders in the development of National Action Plans (NAPs) on forced labour. Building on existing national practices and examples, it provides details on the different steps of the process, from NAP formulation to implementation, as well as governance and evaluation.
Readers are invited to consult the introduction (Section 1) to familiarize themselves with the toolkit before using it.

This section helps clarify the definition of forced labour and how it relates to other types of abuse and exploitation. It also introduces some of the main elements provided by the Forced Labour Protocol and Recommendation No. 203.
